CEO & Founder
Paul M. Simon
Paul has thirty years of experience in the utility industry, beginning with his employment at Delmarva Power in March 1997. He spent six years at Conectiv Energy’s power plants, contributing significantly to the commissioning of five power generation facilities and numerous critical systems. During this period, he advanced quickly to Lead Maintenance Operator at the Hay Road Power Complex. Paul’s technical foundation includes nearly 2,000 hours of formal classroom training and extensive hands-on field experience in power generation, operations, and commissioning. At 27 years old, Paul was serving as Lead Maintenance Operator running a crew of four to operate and maintain the Hay Road Power Complex and the associated remote turbine generators.
Early in his career, Paul was active in the union, serving as a shop steward for IBEW Local 1238. He later expanded his involvement by successfully running for a position on the union executive board and serving a three-year term. As Assistant Business Manager, appointed at age thirty-two, he was the youngest in Local 1238’s history. After his term as Assistant Business Manager, Paul was elected Business Manager of Local 1238, where he demonstrated leadership courage, managing five separate labor agreements. He led negotiations through some of the most challenging periods in the union’s history. His leadership guided members through plant closures, layoffs, severance programs, a work stoppage, and workforce transitions, ensuring fairness, dignity, and long-term resiliency for affected employees.
Under Paul’s leadership, Local 1238 became the first utility local in the country to implement the IBEW Code of Excellence, setting a national benchmark for professionalism, accountability, and safety culture. This transformation elevated Local 1238 into the contractor of choice at his represented utilities across the region. Paul managed a full-time staff and numerous shop stewards, strengthening labor-management relationships and elevating workforce performance.
Paul transitioned to Pepco Holdings Inc. at age thirty-eight, working as a mid-level executive in Labor Relations in HR, handling negotiations, policy development, union agreements, and high-level investigations. After three years, he returned to Delmarva Power as a Senior Project Construction Manager, overseeing large capital projects and a team of 14 construction managers while ensuring excellence in construction, safety, and contractor performance.
He spent three years as a Senior-Level Construction Manager before transitioning to the role of Senior Project Manager outside Delmarva Power. Leveraging his extensive technical and leadership experience, Paul excels in EPC project management, totaling more than fifteen years — ensuring projects are completed on time, within budget, and according to scope. Paul has successfully completed hundreds of projects in transmission, distribution, substations, and renewable energy. Over the past twelve years, he has managed utility construction projects across the Northeast and Mid-Atlantic regions, with project values ranging from $50,000 to $1 billion.
Paul’s unique experience includes first and second chair experience in both union and company negotiations. He has acquired journeyman-level skills as an electrician, mechanic, operator, and commissioning team member in power generation. His management expertise includes overseeing bargaining unit employees, management personnel, and company contractors.
A recognized expert in early-stage project development, Paul evaluates conceptual designs to determine constructability, cost, feasibility, and risk — helping owners and developers make informed investment decisions and avoid downstream execution challenges.
Paul is the CEO and Founder of Simon Consulting LLC, a disability-owned business enterprise (DOBE). Simon Consulting LLC leverages Paul’s experience and the relationships he has established over his 30-year career to provide the highest level of consulting in the industry. Along with a small full-time staff, Paul has built a consortium of experienced, proven, high-level performers who work with him extensively to cover all aspects of utility construction, power generation, data center construction, and energy policy. He is active in the disability community, donating time and resources to help others succeed in managing their challenges, successfully acquiring resources, and leveraging their talents.
